The battle between Russian Pres Boris Yeltsin and the People's Congress came to its climax when Congress stripped the presidential office of most of its powers and Yeltsin declared special powers and called for a popular referendum on Apr 25. The history of this clash is described.

Boris Yeltsin's power is increasingly threatened because discontent with economic reforms may prompt a parliamentary coup. Opponents have forced a meeting of the Congress of People's Deputies, which may return power to the old conservative elite and reverse privatization reforms.

Into the swamp: Russia

Article Abstract:

Boris Yeltsin will try to take advantage of a rift in the Russian Congress of People's Deputies to get it to pass a new constitution abolishing itself. Nikolai Ryabov, who had opposed Yeltsin's reforms, objected to chairman Ruslan Khasbulatov's retreat back to communism.
