Health care has become an important issue for the upcoming presidential elections in 1992. Pres Bush is promoting a number of proposals for health care reform. Democrats are pushing for nationalized healthcare and a payroll tax for employers that do not provide health care.

Pres Bush's response to the riots in Los Angeles is to try to pass off Housing Secretary Jack Kemp's urban proposals as his own. The real solutions to urban problems lie not with the federal government, but in the cities themselves.

New regulations signed by President Bush will limit political spending by trade unions. This would set up checks to prevent spending of union dues for political efforts.
