See-saw fortunes: Vietnam looks to Asia after Soviet collapse
Article Abstract:
Vietnam's foreign trade initiatives implemented since 1989 enabled the country to minimize the economic repercussions of the USSR's collapse. Vietnam intensified trade with capitalist countries, particularly in the Asian region, effecting increases of 73% for exports and 100% for imports. External demand for marine products raised export figures, while crude oil exports increased by 50%. Japan, Singapore and Hong Kong particularly benefitted from Vietnam's moves to reduce foreign trade quotas, deregulate commodity and currency markets and license more foreign trade businesses.

Vietnam began enforcing a first-to-file system for recognizing trademarks on Mar 20, 1993. This system means that Vietnam may grant trademarks to those who first claim a particular name rather than to those who have long used the name in other countries. The only exceptions will be for very well-known names such as Coca-Cola. Consequently, it will behoove the marketers of products to be prompt in filing lest they find that someone else has already claimed the desired name.

Fateful experiment

Vietnam has been mulling the idea of privatization. Unfortunately, the government has not been able to come up with a workable consensus and convince foreign buyers of the sincerity and openness of its new policy. After a long period of opposition to the concept since state enterprises were thought to best represent conservative Communism, the country has slowly been influenced by the economic experiments of its neighbors particularly China.
