Costa Rica was long a Central American economic wonder, with no standing army, high longevity and literacy rates, a strong welfare state and economic aid from the US. Internal debt and a recession have changed matters, and Pres Jose Figueres has had to enact reforms.

Helms and other members of Congress are bickering over support for the governments of Nicaragua and El Salvador. However, a consensus is forming in favor of stopping aid to Nicaragua, because of Nicaragua's alleged sponsorship of an international terrorist network.
