Sort of sorry: war-apology resolution falls short, upsets many

Article Abstract:

Japan's sorry effort at an apology to other nations for its actions before and during World War II has damaged the govt's internal strength and hurt its standing with other Asian countries. Prime Minister Tomiichi Murayama and the leaders of the Sakigake party forced a resolution through by threatening to resign, but political horsetrading and parliamentary tactics rendered it a hollow victory and a weak expression of remorse. Many senior politicians contend Japan was not at fault, blaming Western states instead.
