Reading, England, has benefited from an economic boom and financial services and information technology firms have located in the town, which aims to become a city. Traffic congestion, strong demand for housing, and a tight labor market are creating problems. Employers face a labor shortage rather than a skills shortage, and this is likely to worsen as more retail outlets are opened in a new shopping mall. The aim is to attract people who are retired, studying, and mothers, since the pool of registered unemployed is not enough to meet the demand for labor.

Article Abstract:

The level of claimant unemployment has dropped to 4.2% in Britain, and the number of employed has risen, but more of the population of working age is inactive. This is both because more people are studying and because a higher proportion of men over 25 years are not working due to early retirement and disability. This is a common trend in developed economies, but still represents a waste of workers. The government has focused on the younger unemployed rather than older, inactive workers.
