Steady is not enough: Ramos is dogged by a reputation for ineffectiveness

Article Abstract:

Philippine Pres Fidel Ramos has become known as a weak leader due to his frequent inability to accomplish policy objectives. His few achievements such as taking steps to stop communist insurgency have been more than outweighed by his failure to deal with the country's serious social and economic difficulties. He has been unable to secure congressional approval of many of his cabinet nominees, and Congress has enacted only 18 of 74 Ramos-backed bills. Insufficient attention to infrastructure, fear of acting against monopolies and overreliance on traditional politicians are further problems.

Suspicious minds: minister fails to get job over conflict of interest

Article Abstract:

Philippine Finance Sec Ramon del Rosario resigned on Jun 2, 1993 after the congressional Commission on Appointments refused to confirm his Jun 1992 nomination by Pres Fidel Ramos. Del Rosario's involvement in the cement, banking and beer industries raised fears that he would face an inevitable conflict of interest as finance secretary. Opposition by the Nationalist People's Coalition also helped derail del Rosario's appointment.

Filipino security chief is a master of intrigue

Article Abstract:

Jose Almonte is both a master at political intrigue and economic planning for the Philippines. He designed the Philippine 2000 development plan which is Fidel Ramos's attempt to spread economic opportunity. Almonte holds two top government posts: director-general of the National Security Council and supervisor of the National Intelligence Co-ordinating Agency.
