SEBs IN BAD SHAPE, ONLY TWO DO WELL WITHOUT SUBSIDIES

Article Abstract:

Out of the 19 major state electricity boards (SEBs), only those of Maharashtra and Orissa have managed to earn positive returns on their capital in 1997-98 without any subsidy help from state governments. Even they have not been able to meet the mandatory 3 percent rate of return on equity necessary to be eligible for a loan from the Power Finance Corporation. The 19 SEBs have shown an average rate of return of -16.40 percent before subsidy while their rate of return was 11.60 percent after subsidy. The highest loss maker was the Jammu and Kashmir SEB with -54.60 percent and the Delhi Electricity Supply Undertaking at -46.10 percent. (khr)
