The China finale: lame-duck Bush pursues pro-Peking line

Article Abstract:

Many US officials are perplexed by the decision of Pres George Bush to send top-level officials to China and Taiwan as his term is about to expire in Jan 1993. In early Dec 1992, Bush sent Trade Representative Carla Hills to Taiwan for economic talks. In late Dec, it was announced that Commerce Secretary Barbara Franklin will go to Peking. The Bush administration claims that the purpose of the visits was to confirm previous economic agreements. However, some US officials interpret the visits as an effort to pressure the incoming Clinton administration to maintain Bush administration policies towards China and Taiwan.

Patten's progress: governor's democratic push wins US Congress backing

Article Abstract:

Hongkong's Gov Chris Patten, while visiting Washington, DC in May 1993, accepted US praise for his advocacy of democracy in Hongkong but also cautioned Congress and the Clinton administration not to link renewal of China's most-favored-nation (MFN) trade status with its behavior on human rights, arm sales and other issues. Patten assured his hosts that attaching conditions to MFN to pressure the Chinese government would not work. However, Assistant Sec of State Winston Lord and other US officials indicated that such conditions were likely.

Article Abstract:

A trade disagreement between China and the US narrowly missed escalation into a trade war as a result of conflicting views regarding intellectual property rights (IPR). Failure of the IPR talks would have prompted the US to impose duties on $450 billion worth of Chinese imports. This trade retaliation could have proven unfavorable to China because of its increasing trade deficit.
