Igor Ivanov, Russia's foreign minister, maintains that weapons of mass destruction were not sold to Iraq by Russian companies; but records show a $100 million contract for military hardware. Scud and other missiles were retrofitted to become chemical and biological weapons.

Russia has bombed suspected terrorist camps in Chechnya, in response to explosions in Moscow and other cities, for which Osama bin Laden is held responsible. Observers say Russia must defend Dagestan to protect access to Caspian oil interests .
