The benefits of carbon counting

Article Abstract:

An engineer has developed a strategy for achieving targets for carbon energy consumption for the year 2020, using a system of accountable energy use and tradable quotas. His proposal is sympathetic to the issues of 'universality' and 'social equity' and a belief that energy responsibility involves public awareness. Carbon energy quotas would be allocated to individuals and businesses, which would be reduced annually against targets set by governments. A proportion of the quotas would be 'traded' to establish their value, against which further consumption or savings could be costed.

The unsolved problem of the new urbanism

Article Abstract:

The new urabnism was discussed at the AA's 150th celebration final session. Rem Koolhaas contemplated the impact of globalised economic forces on new urabanism, and slides of Far Eastern urban sprawls were shown. Walter Bor proclaimed that control was the only antidote to urbanism, but there is no prospect of control with so many unrelated intentions producing new urban sprawls.

A new vision for London

Article Abstract:

The ICA's final Spaced Out symposium focused on the relationships between art, architecture, planning and city. There was a recognition that the UK's national lottery and the Millenium fund are acting as a catalyst for an rash of new art projects in London. The effect of 'lottery fever' on stimulating projects that could help solve the problems of the city was also discussed.
