The best way out

Article Abstract:

The US Nov 1998 elections show that voters do not wish President Bill Clinton to be impeached. Inquiries into Cinton's conduct on issues other than seeking to conceal an affair with Monica Lewinsky have not borne fruit, and the issue of impeachment is becoming moribund. Impeachment is dangerous if there is a lack of public support. The lack of will in carrying out the impeachment inquiry is undermining the process of impeachment. Democrats as well as Republicans agree that Clinton should be punished, and a trial is one way that this could be carried out.

A challenge to impunity

Article Abstract:

Adolf Hitler saw victory as more important than right. Allied fire bombings of Tokyo and Dresden as well as usage of the atom bomb on Nagasaki and Hiroshima left some Allied commanders concerned. There have been attempts since 1945 to make rules for warfare, and the 1948 Genocide Convention and 1949 Geneva Conventions gained great international support. Rape, enslavement and torture are classed as crimes against humanity and are offenses in international law.

The background to an inquiry into the financial affairs of French president, Jacques Chirac, is examined in detail. The implications of the inquiry are also assessed.
