Article Abstract:

Electronic commerce and the global mobility of businesses threatens revenues and necessitates tax reforms. Tax-law harmonization is impossible because of differing fiscal agendas, and taxation of online transactions discourages a very productive technology. Taxing consumption and property is a better answer.
