Article Abstract:

Chinese President Jiang Zemin is right to state that the return of Hong Kong to Chinese sovereignty will bring a range of valuable opportunities for China. Hong Kong already represents two-thirds of China's foreign investment, and Hong Kong influence is becoming widespread in China. There is also the potential for Hong Kong to serve as a model to China as it struggles to adapt to the modern world. However, China will only benefit from the opportunities presented by Hong Kong if it continues in its present course.

Article Abstract:

The emergence of a consumer society in China is leading to a greater degree of accountability in the country's political system. This is seen most clearly in the village elections introduced in 1987, which indicate that Chinese leaders now feel the need to be accountable to voters, even if the elections are greatly restricted in scope. Ordinary people are paying considerable attention to election results, and local politicians are aware that they must address key everyday issues.
