The new hands on the helm

Article Abstract:

Key officials in the government of Philippine Pres Fidel V. Ramos see a need for economic reforms. These officials can be divided into three major groups. The first group is composed of former military men, the second group is made up of prominent businessmen while the third group are the professional politicians. However, these groups have been known to clash over some of the more pressing issues faced by the government. Factionalism in the Ramos government can further delay the path towards reform.

Article Abstract:

Philippine President Fidel Ramos appears unable to translate his large majority in the Senate into functional control. His Lakas-NUCD party and its ally, Lakas ng Demokratikong Pilipino, hold 19 of the 24 seats, and other allies of the president hold 2 more. However, the chamber has a tradition of closely scrutinizing new legislation despite presidential pressure. Further, its nationally elected members see it as a stepping-stone to the presidency, and critics say they grandstand for that reason.

Stepping up: as Ramos falters, the new hopefuls grab their chance

Article Abstract:

President Fidel Ramos of the Philippines and hs ruling Lakas-NUCD party are seeking a new candidate, as Ramos's chances of serving a second term have been scuttled by the Philippine Supreme Court decision to disallow a referendum on constitutional change. Seven members of the Lakas-NUCD have come forward, but Ramos first needs to restore unity in the Lakas-NUCD party.
