It is inevitable that the technology used exclusively by allied forces during the Persian Gulf War will eventually be procured by dictators such as Saddam Hussein. Stealth technology is one of the few innovations that will be possessed exclusively by democratic countries for some time.

The US and Soviet Union provided stability during the Cold War era by policing conflicts between countries. The collapse of the Soviet Union has created the absence of a policing superpower and has left democratic countries that are hesitant to intervene in international conflicts.

Military experts calculate that seven divisions of 15,000 soldiers would be needed to deal with any wars that would occur during the next 20 years. Democratic countries would also need to provide about 600 jet fighters to support ground troops.
