Article Abstract:

The US and other Western member nations of the Asian Development Bank (ADB) refused to fully support the replenishment of ADB's soft-loan arm, the Asian Development Fund (ADF). The move by the US and other Western nations was seen as politically motivated in view of the fact that China and India were eligible for loans from ADB. It is known that the US was against China's Tiananmen Square incident. However, the US has reserved 30% of the World Bank's International Development Association funds for China and India.

Article Abstract:

The Asian Development Bank (ADB) has always felt the need for external financing to support its various projects in Asia. Much of this financing traditionally came from wealthy governments and other official lending institutions like the World Bank. However, the prospect of decreased support from these traditional sources due to tightening budgets forced the ADB to seek help from commercial lenders. This step was undertaken with a measure of success in the past leading the ADB to pursue it more aggressively now.

Funding from the family purse

Article Abstract:

The Asian Development Bank (ADB) increasingly utilizes the Asian market to finance its operations. ADB's decision to issue Hongkong dollar bonds is indicative of such policy. If the project is successful, the ADB will tap other Asian markets rather than borrow from traditional sources such as the West. This policy shift coincides with ADB's goal of fostering development in Asia.
