The road to a new treaty

Article Abstract:

There are mixed views about whether a Treaty of Amsterdam will emerge from the revisions to the existing Treaties of Rome and Maastricht which are currently being discussed by the Intergovernmental Conference, which has been meeting since Mar 1996. It was agreed at the Dublin Summit in Dec 1996 that the Exchange Rate Mechanism should be restructured, and discussions were also held about how to deal with the economies of members of the single currency area when it comes into effect. The Summit produced a draft version of a planned new Treaty which includes a commitment to promoting high employment.

The UK and the European Community; the implications of Maastricht

Article Abstract:

The Maastricht treaty concerns monetary and political union for all members of the EC, and was due to come into force in Jan 1993. Part of the treaty includes equitable arrangements for poorer members of the EC when the union takes place. In Jan 1993 the free movement of people and services between member countries came into being. The UK was allowed to opt out of economic union and the European Central Bank. Member countries wishing to align their currencies must meet certain criteria.

Reform of the Common Agricultural Policy and the 1995 budget

Article Abstract:

The main element of the reform of the Common Agricultural Policy (CAP) in 1992-1995 was the phasing out of the price guarantee element for some products, replacing it with direct income support. The European Commission reports that the recent reforms have been successful in oil seeds, beef, cereals, milk and milk produce, with prices stabilising and real incomes rising in 1994. The reforms have allowed the agricultural budget to remain within pre-determined boundaries.
