Indian prime minister Deve Gowda's promise to create a new state, Uttarakhand, from the northern part of Uttar Pradesh state, is popular in both the breakaway and loyal areas of Uttar Pradesh. However the move may start an unmanageable wave of separatist movements throughout India.

Righteous anger

Indians enjoy their democracy and free press, but they are distressed over political corruption and the country's poor economic situation. Rallying behind a non-corrupt candidate is difficult because the country is so deeply divided by caste and other factors.
