Tough nut

Article Abstract:

Argentina has elected Fernando de la Rua as president, and the Peronist opposition is seeking a candidate to oppose him in 2003. Governor of the province of Buenos Aires, Carlos Ruckauf, is a strong contender, and has gained strength through a pledge to tackle crime. He wants to make a number of changes such as giving greater power to the police, though there are concerns about the behavior of the Buenos Aires police force. There were over 200 civilians killed by the police in Buenos Aires in 1999, and some were unarmed.
