Transforming electricity in Germany

Article Abstract:

Germany's new Energy Act is a step towards reforming its energy sector legislation which dates back to 1935. The new act theoretically allows all electricity customers to choose their suppliers, tempting many to switch from small local utilities. The act also obliges network owners to disunite their network operations from other activities and to open them to third parties. However, before true competition can occur in the energy sector issues pertaining to network access, regulation and exemptions need to be resolved.
