The row over the $2.3 bil US arrears to the United Nations (UN) may prove embarrassing to Pres George Bush as he prepares for his first speech to the UN in Sep, 2001. Republican leaders in the House are seeking new conditions before they approve the revised Helms-Biden act on paying the arrears.
