UN divisions: signs of growing Franco-Australian rivalry within peacekeeping force

Article Abstract:

The removal of French General Michel Loridon as second-in-command manifests the rivalry between French and Australians within the UN Transitional Authority in Cambodia. Loridon's departure is attributed to personal and policy differences between him and his superior, Australian General John Sanderson. However, speculation persistently points to the French and Australian domestic agendas as the roots of differences. Loridon expressed disappointment over the Khmer Rouge's refusal to disarm until the national government is dissolved and the departure of Vietnamese forces proven.

Article Abstract:

Cambodia's co-prime minister, Hun Sen, has seized power leading to further bloodshed in a country that has already suffered. He has successfully carried out a coup d'etat but could achieve backing of the Funcinpec which would give the appearance of a coalition. His control is stronger in the capital, Phnom Penh, than elsewhere in Cambodia. The Association of South East Asian Nations (ASEAN) has called for a ceasefire. Cambodia was to have joined ASEAN but this is less certain.

Blame the leaders

Article Abstract:

The United Nations helped Cambodia carry out elections, but cannot be permanently responsible for events in that country, according to Kofi Annan, secretary general. Solutions have to come from within Cambodia rather than being imposed from outside. Elections were held without the Khmer Rouge, but this was correct, especially after the suffering they inflicted on the country. The United Nations has limited powers and cannot impose peace forever.
