FAA fears rising costs

Article Abstract:

The Federal Aviation Administration (FAA) has released a report on the cost benefits of satellite navigation within US domestic airspace versus those of existing terrestrial navigation equipment. The study found that the agency cannot simultaneously provide both comprehensive satellite- based and full ground-based navigation services. The FAA aims to build Congressional confidence in its satellite navigation program in the wake of considerable, Congress-mandated cuts in the FAA's 2000 budget for its global positioning system.

Key points of the program include better personnel training and procedures as well as the use of new equipment and technology. FAA Administrator Jane Garvey also announced that all surface detection systems installed at the US' 34 major airports would be augmented by individual airport movement area safety systems by 2001. A more sophisticated X-Band radar would also be installed at 25 second-tier airports.

US satellite study warns of dual system costs

Article Abstract:

A risk evaluation study of the Global Positioning System (GPS) has come under fire for its justification of GPS as a sole air navigation aid. The report, sponsored by the Federal Aviation Administration, was criticized for underestimating space-based risks and other risks that, taken together, may constitute a grave threat to GPS integrity. One critic even went as far to suggest that the study was rigged by the Air Transport Association and the Aircraft Owners and Pilots Association.
