Vienna showdown

Article Abstract:

Differing East Asian and Western views of human rights are intensifying in anticipation of the World Conference on Human Rights in Vienna, Austria, Jun 14-25, 1993. East Asians argue that economic development should take primacy over human rights, that international action on human rights violates national sovereignty and that Western countries, particularly the US, should not presume to extend their human rights traditions elsewhere. The West, led by the US, asserts that some Asian countries are trying to weaken human rights as universally valid concepts to hide their abuse of those rights.

The first step: Asean takes the initiative on security cooperation

Article Abstract:

The Assn of South East Asian Nations (Asean) conducted negotiations with its seven dialogue partners on May 20-21, 1993 that initiated development of a framework for regional security. Australia, Canada, the EC, Japan, New Zealand, South Korea and the US were included as the seven major-power dialogue partners with strategic interests in the area. Russia and China were also allowed to participate informally. However, the Asean members disagree over whether security cooperation should include a strong military aspect or should emphasize politics and economics.
