Virtue unrewarded

Article Abstract:

Mario Covas is governor of the state of Sao Paolo, Brazil, and he inherited state debt due to previous overspending. He has tackled the problem by shedding excess civil servants, giving a a development bank for privatization, and refinancing state debt. Teachers' wages have been raised. Sao Paolo capital has been hit by high unemployment and crime levels, and Covas may not win in elections scheduled for Oct 4 1998. Both he and the incumbent governor of Rio de Janeiro are Social Democrats, as is Fernando Henrique Cardoso, Brazil's president. Cardoso is expected to win, but his task will be more difficult if his party loses Sao Paolo and Rio de Janeiro.

He is using strict limits on campaign spending, and his opponent, Mark Neumann from the Republican party, is spending more. Neumann argues that his campaign funds come from many people sending small amounts, and that Feingold has been aided by labor unions and environmental groups. Feingold's clean campign may help him to victory, but he may not be successful in securing changes in rules governing campaign funds.
