Article Abstract:

Global custodians have avoided the encumbrance of international regulation and it is likely that this situation will continue, due to the range of local practices. International securities regulators Iosco acknowledged the probable continuity of diversity when it said, in 1996, that regulators should use local regulations to safeguard clients' assets. Global custodians operating in Asia say that the diversity of regulations has not caused them problems, but they need to be constantly alert for any changes in the regulations in different markets.

Equal opportunity: Umno campaign rules reduce role of money

Article Abstract:

Malaysia's ruling United Malays National Organization surprised everyone with its ban on campaigning before the party's October polls, and waiving the need for nominations from local divisions. Explained as an effort to ensure equal opportunity and remove the money component of internal campaigning, the move sets the stage for a sharp contest over the party's three vice-presidential posts, which will probably supply a deputy for Anwar Ibrahim, himself deputy to the powerful party president, Prime Minister Mahathir Mohamad.

Article Abstract:

Upcoming elections in Malaysia offer insight into the transition strategy of Prime Minister Datuk Seri Mahathir Mohamad, whose ruling National Front coalition should win easily. A slate of youthful candidates will signal a willing hand-off of power to a new generation, while nominating incumbents would imply an attempt to retain hands-on control. Mahathir has already made four major accomplishments: departure from a US-oriented foreign policy; modernization and appropriate industrialization; and economic liberalization.
