Will Asian privatisation be watered down in Manila?

The Philippines have been ambitious in their privatization projects, which have included the electric utilities, but the proposed sale of the Manila Waterworks and Sewerage System may be overly ambitious. Vested interests, including labor unions, have already blocked one possible sale.
