The debt swap proposed by Argentina is in effect a default according to two credit-rating agencies. This could have dire implications for Argentina, and the whole issue highlights the need for reform of rules for sovereign borrowers.

Argentina's economy is in crisis and a default on its debt looks inevitable. Argentina now needs decisive policies, possibly including the adoption of a floating exchange rate, and outsiders may then be prepared to help again.

The mixed signals which the US has been sending Argentina underlines the uncertain stance which George Bush and his government have towards crises in emerging markets. Greater clarity is needed in US dealings with Argentina.
