HUD knew N.J. contractor was inadequately monitored

Article Abstract:

Green Tree Financial Corp. did not sufficiently track activities of a contractor but the US Department of Housing and Urban Development (HUD), which knew about this, took no action. Newly-issued documents showed that the home-repair lender was remiss in monitoring the Pennsauken, NJ-based P. Angelo & Sons. A 1994 HUD report showed this inadequacy but the agency failed to act three-and-half years after. The contractor figured in a class-action lawsuit in a federal court in Philadelphia for using high-pressure approaches so homeowners would accede to repairs and to high-interest financing.
