Is management locked out at the Labor Department? Business and labor square off over prevailing wage

Article Abstract:

Louisiana's prevailing-wage laws are under attack by management. Labor Department employees defend the policy as necessary to assure quality in public buildings. Opponents charge that wage-scales are biased by use of union-scale as prevailing wage. A Louisiana State University study tends to support the overcharging accusation.

Three women have started the second employee leasing service in Baton Rouge. They claim it benefits both employer and employee. Employee benefits include assuring employment, and providing better benefits, and fair personnel policies. Employers benefit by getting a tax shelter, and by reducing their overhead costs.
