Pa. may become first state to aid kin of organ donors

Article Abstract:

The state Department of Health (Pennyslvania) will soon begin a program that gives a financial reward to families of organ donors. The aid would come in the form of a $300 contribution toward funeral costs. The pilot program is highly controversial, because until now, altruism has driven organ donations. The program could begin as early as September, and will be funded by fees from state drivers renewing their licenses. Advocates of the program say that the payments are not given directly to the donors or their families, and thus are not a violation of the federal law that prohibits payment for organs. The amount of money could increase, but would not go above $3000 per case. Advocates of the program hope that organ donations will increase due to the financial incentive.
