Railroad is cool to terms for new yard

Article Abstract:

Norfolk Southern is backing away from its plans to build a high-tech freight yard on the old Philadephia Navy Base. Norfolk Southern complains that the development agency has demanded changes and had taken so long to make decisions that it caused increases in Norfolk Southern's costs.
