The EU's efforts to create an internal market for services were proved far more complex with varying opinions over the EU policy. The proposed Directive on Services hailed by its supporters as a critical board for global competitiveness was debated whether Europe could compete in services when its own market was a patchwork of different regulatory requirements.

The accession of ten new states into the European Union (EU) on May 1, 2004 would have a significant impact on the accountancy profession in the UK as it defines itself for the 21st century. A discussion on the challenges for Europe and for the accountancy profession, particularly in terms of compliance regulation, is presented.
