House Representatives Ben Cardin and Rob Portman authored the Retirement Security for the 21st Century Act or HR 3788. The bill proposes to increase the income level for 401(k) participants to $235,000 from $160,000. The proposal also provides for less retirement savings for both high corporate and lower level earners. According to Cardin and Portman, the initiative would benefit higher-middle income employees and will eliminate the need for nonqualified retirement plans. Moreover, business costs will be limited as unfunded liabilities resulting from nonqualified plans are reduced.
