Defining a European space research policy: the role of the European Space Science Committee

Article Abstract:

The European Space Science Committee (ESSC) hopes to help the scientific community and the decision makers meet the challenge of defining a well articulated space policy for Europe. The ESSC proposes the provision of several levels of cooperation and exchange programs and scholarships and grants to help young scientists to achieve a high level of competence. The ESSC also suggests that financial support and the large facilities of instruments be made available to more European scientists. A description of the activities and contributions of the ESSC is provided.

Future Italian space policy

Article Abstract:

The Italian government needs to incorporate its space policy within the government by involving various ministries in supporting the decision-making process. As such, an Italian Space Policy Committee (ISPC), chaired by the Prime Minister, needs to be set up. The ministries included in this committee would be required to contribute to the annual budget as per their share as space-program users. The Italian Space Agency should develop its own technical capabilities and bear the responsibility of implementing the ISPC's decisions.

Space policy-making in the Americas

Article Abstract:

The Third Space Conference of the Americas was held in Nov 1996 in Punta del Este, Uruguay. A working group composed of governmental representatives was formed which prepared the Declaration of Punta del Este. Three committees were organized to make an inquiry on various areas of space development. Thirty one projects on the use of cooperation on space technology were reported. In one of the sessions, space law was discussed.
