Effect of council tax 'concealed.' (Scotland)

Article Abstract:

University of Aberdeen Accountancy Professor David Heald has charged that the UK government hid the effects of converting from the community tax to the council tax from local taxpayers. The accusation rose from government's continued refusal of requests by Members of Parliament to show tax figures through computer modeling. The primary concern of those interested in the mechanics of the council tax is its long-term effect on the status of local finance. Heald suggests that the government should hire analysts to make an evaluation of the tax and report to the public its effects, as well as outline possible alternatives.

Westminster pays the price of 'cemeterygate.' (Westminster City Council repurchases cemeteries)

Article Abstract:

The Westminster (England) City Council will repurchase three cemeteries earlier sold to the Swiss company, Wisland. Opposition councilors claim this will cost about 4.25 million pound sterling and have asked Environment Secretary Michael Heseltine to cancel the deal and to order an investigation of the original sale. The council claims that no loss was incurred in the sale, but about 400,000 pound sterling per year was actually saved when Wisland took over the operations of the sites.

Council housing investment cut

Article Abstract:

Local housing capital investments will decrease by 9% in 1992 although Great Britain maintains a 2 billion pound sterling budget for the Housing Investment Programme. Local authorities will have less to spend as capital receipts from house sales are expected to fall considerably from 718 to 473 million pound sterling. Government plans for numbers of new homes are not expected to be met in 1992/93.
