Northern lights under bushels

Article Abstract:

There are more than 22,000 Scottish charities and the largest 1,000 have total assets of 3.2 billion pounds sterling and a total annual income of 1.24 billion pounds, according to Caritas Data figures for 1996. Voluntary donations represent 26% of the largest 1,000 charities' income, while 41% have funds from public grants and fees. Funding from the National Lottery is increasing in importance. Many fund managers offering services for charities only deal with those in England and Wales, not Scotland.

Stamping out the charity cowboys

Article Abstract:

Charity regulation in Scotland is a subject of debate following revelations of misuse of assets by the Leukaemia and Cancer Children's Fund. Charities can compete for awards for good accounting practice, through a scheme sponsored by Brodies WS, a Scottish firm of accountants. There is also a Draft Scottish Code of Fundraising Practice, to promote good practice in fundraising and property and money transmission. Areas covered include transactions between fundraisers and charities.

Article Abstract:

The United Kingdom Trustee Investments Act was to have been reformed prior to the 1997 election, but this did not occur and charities are still bound by archaic regulations. The new government may amend the relevant legislation, as was previously attempted, or a new primary law may be enacted, which would mean a longer period before it came into effect. The government is likely to change the legislation, judging by its radical approcah to other topics.
