Pandora's box opens - at least for a moment

Article Abstract:

Much regulatory activity occurred in the last months of 1998 concerning Roth IRAs. The US Treasury Dept and the IRS issued guidance in the form of proposed regulations and Notice 98-50 which include rules regarding recharacterization in cases of conversions between traditional and Roth IRAs. Conversions may be favorable for some taxpayers and are allowed within specified time periods in 1998 and 1999. Legislation liberalized and clarified rules regarding the four-year income reporting period.

Retirement planning

Article Abstract:

Distribution and taxation issues relating to IRAs and law regarding financial planning are issues arising for estate and financial planners. The National Summit on Retirement Income Savings resulted in proposals which would allow greater flexibility in employer-sponsored and individual retirement plans. The methods and tax treatment of rollovers, conversions, and distributions from Roth IRAs have been the appropriate subject of much commentary.
