Proposal would defer tax bite on Navy shipbuilders

Article Abstract:

A proposal for a tax code amendment that seeks to defer income tax payments by defense contractors producing Navy ships until the receipt of profits on which they are being taxed aims at bringing taxation of shipbuilders producing Navy vessels into line with taxation of yards producing commercial ships. However, the Internal Revenue Service (IRS) may demand that builders of Navy ships estimate their profit in future years and pay a percentage of that profit annually.

Etter: keeping two shipbuilders open must be cost effective

Article Abstract:

Delores Etter, the nominee for Navy procurement policymaker, has stated that it would be better for the sea service to use more fixed-price shipbuilding contracts instead of cost-reimbursable contracts. Etter believes that the Navy should provide to the shipbuilding industry a smooth, predictable demand for new vessels, as erratic swings in funding for construction of new craft are inefficient and impede planning by contractors.
