Rand Corp. urges accelerating $17 billion Deepwater procurement

Article Abstract:

A report by Rand Corp. stated that the Coast Guard should accelerate its $17 billion Deepwater procurement program being executed by a joint venture of Lockheed Martin Corp. and Northrop Grumman Corp. to acquire new cutters, airplanes, helicopters and other assets while cutting costs by better using technology and its existing surface and air fleets. The report determined that the programs contractors were capable of building the cutters and aircraft twice as fast as originally envisioned with no significant change to acquisition cost thus boosting the Coast Guard's capability in a short term.
