The staff at the Securities and Exchange Commission (SEC) is preparing a formal proposal to establish the first regulatory framework for the rating agencies. The draft report is open for public comment, and a final set of guidelines is expected, by which time the SEC may be well on itEs way to establishing the regulatory framework.
