Shell and BASF are setting up a polypropylene JV which has been cleared by the European Commission, and this is part of a major restructuring of Shell's chemicals activities. The company looks set to achieve a goal of 14 per cent return on capital. Shell is to give a briefing on its exploration and production activities in Aril 2000, and this should clarify the company's strategy. S and P Marketscope and Deutsche Bank rate the company's stocks a buy, and HSBC rates them a hold.

Shell is carrying out restructuring and making acquisitions and aims to increase group returns on capital to 15% in 2000. The company's average return on capital was 11.3% in 1996 and the industry average was 13.8%, while BP achieved 18%. Shell is shedding 3,000 jobs as part of a restructuring exercise in petrol refining and gasoline marketing in Europe. Analysts are divided on the impact of these changes, with some recommending the company's stocks.
