The Australian Taxation Office (ATO) is trying to convey the importance of all funds complying with the Act's specific covenant to create and implement an investment strategy since the moment the Superannuation Industry (Supervision) Act 1993 (SIS) came into existence. The major problem as to why the small funds ignored the requirements to prepare an investment strategy is the regulators inability to enforce this requirement across the super industry.

The possible adverse outcomes of the usage of foreign investments by a developing or transition country in the event of capital shortages are discussed. This foreign investment is formed from portfolio of mandatory and private pension funds. Suggestions are offered to impose tax on foreign investments instead of stipulating an investment ceiling for foreign investments.
