A persistent, ambitious, and sometimes controversial 16-year-long makeover is transforming Hallefors, Sweden, from a city dependent on ore to one building its future on the ephemeral. The former steel-industry town's new motto 'From Steel to Meal and Design' alludes not only to the House of Design and the Culture School, but also to a culinary university in a neighboring town that is playing a part in the revitalization process.
