The Wiltshire Experience

Article Abstract:

The only efficient method of handling purchasing is to have the purchasing officer be independent from the department purchasing the goods. With this in mind, through a historical process, the Consortium for Purchasing and Distribution was set up to service district councils and voluntary organizations of the United Kingdom. The services can be categorized under two main headings - the storage and distribution provided through the central store and the purchasing of items not suitable for central storage. The specialist purchasing officer is professional and knowledgable concerning supplies needed as well as sources of supply. He is capable of aggregate demand for contracting purchases. Advisory service is also available free-of- charge to members. The consortium is non-profit and self-financing. Independence is considered crucial. All of the systems are fully computerized. User/ technical panels discuss articles purchased to assure purchase of the right article. These panels give input on the lifetime cycle costs, which include quality and durability and not just price. Competition is assured through well-documented tendering. The Consortium has built-in checks to assure value for money and public accountability.

Nine face capping as budget plans emerge

Article Abstract:

The UK government may set a ceiling on the local budgets of nine county councils which have been found to exceed government spending limits. The nine county councils of Berkshire, Gloucestershire, Mid Glamorgan, Greenwich, Lambeth, Lewisham, Basildon and Derwentside will be forced to modify their budgets for 1992 to 1993, to keep within national government limits.
