The new centralism: local government finance in the 1990s

Article Abstract:

The UK government's policy on accountability in local government finance has, since the 1970s, been ambivalent because of the complicated nature of relationships between the central and local governments. The latter exercise a broader range of functions than local governments in other Western countries. In the 1990s, a centralist policy was adopted. It entailed reforming the property tax system and putting government expenditures under tight control. This policy deprived local governments of much of their autonomy.
