The reserves: ready to fight ... World War I?

Article Abstract:

Roughly 54% of available, trained US military personnel are hamstrung by an antiquated bureaucracy dating back to 1917. These men and women constitute the nation's reserve forces. Despite the demands of contemporary military deployment, reservists and guardsmen continue to typically drill monthly at a reserve center and attend a two-week summer camp. These drills and summer camp sessions reflect an outdated concept that dictates everything, ranging from how reservists are trained and paid, to their status under federal law.

Article Abstract:

The readiness problem facing the US military may have more to do with a lack of leadership than lack of personnel and equipment. The traditional military management culture focusing on individual achievement has led to the lack of unit cohesion, which is one component of the readiness problem. Another problem is the over-emphasis on technology, which has become an end rather than a means.
