PFI in the sky?

Article Abstract:

The UK private finance initiative (PFI) is a means of attracting private finance for capital projects such as roads and bridges. The government will seek to increase the number of PFI schemes prior to the 1997 election. New guidelines have come from the Treasury to help make schemes more attractive. Rules for value added tax have been changed, as have some accounting rules. PFI not only involves initial costs, there is also a period of between 25 years and 30 years when the private sector company involved supplies a service.
