Collective trusteeship for near space: the case for UNNESA

Article Abstract:

A UN agency called UN Near Earth Space Administration should be created to assist the organization in achieving its goal of collective trusteeship over outer space. The agency will be under the Trusteeship Council and Economic and Social Council of the UN. By functioning through space agencies, such as NASA, it can monitor the development of such commercial ventures as Solar Power Satellites. Moreover, it will also formulate proposals for the General Assembly's implementation of regulations on space development and issue licenses for commercial projects.
